First, as a matter of principle you should always contact Steam Support if you've got a technical problem with Team Fortress 2. You should describe your problem as precisely as possible and add some screenshots.
A master solution for 99% of all problems related to Team Fortress 2 is a complete reinstallation of the game. Attend you have to disable Steam Cloud Service before doing anything or else all the corrupted settings and data will beeing reimported by it. Follow this guide step by step, while removing Team Fortress 2:
Step 1:
Right Click on Team Fortress 2 (at the STEAM-Library) -> Properties -> Updates
Remove the tick mark from "Enable Steam Cloud synchronization" !
Step 2:
Right Click on Team Fortress 2 (at the STEAM-Library) -> Delete local content...
Exit Steam after deleting TF2.
Step 3:
Start (Windows symbol at the bottom left corner) -> type "regedit" into the searching line and hit Enter
Delete the following folders:
HKEY_CURRENT_USER\Software\Valve\Source\tf
HKEY_USERS\S1-5-21-...-1000\Software\Valve\Source\tf
Reboot your PC after this and install Team Fortress 2!
Avoid reimporting your old configs and skins. These are potential error sources. You should check which applications are running in the background and whether they use a percentage of your bandwith or not. Mostly these are:

You should also check if you're the only one using your internet connection. If that's not the case, make sure that the for example your room mate is not downloading a WoW patch through the same connection. Likewise it could be possible that someone leeches bandwith from a badly secured or unsecured WLAN and gets your ping high this way. Also, do not underestimate the consoles like the Nintendo Wii, which may download updates sometimes.
Question: What should I do if the water in TF2 is black?
Answer: This is a bug that only rarely appears in-game. Don't worry though, there is a hotfix for that issue (thanks to user "frostschutz!" for the hotfix)
Firstly, create new .txt file and rename it "autoexec.cfg". After that's done, open the file and add the following lines inside the file:

The water remains normal after you've joined a server, but it is possible that the water turns black after you've changed your class, you're recording a demo, and so on. That's why the file binds the hotfix to the F11 key. Once the water turns black once again, press F11 and it should turn back to normal once again.

Question: I can't find any servers in the "Internet" tab, but I can still join other servers via "History" or "Favorites" - What should I do?
Answer: First off, check whether your firewall, router and/or anti virus program is blocking Team Fortress 2. If that is not the case (you even have tested it with all programs being deactivated) it may be a bug.
I such a case, try out the the method described here. If even that doesn't work, you'll have no other choice but to either search for TF2 servers via Steam (not in-game).
