Valve has released a new update. But there aren't any changes for the scout yet. So you still have to be patient. Hopefully this one was the last update befor the big Scout Update.

Like the weapons of the Soldier and Medic the Sticky Bombs are now causing less damage on short range. More changes are hopefully coming with the Scout Update!

According to a Thread within the Steam Forum there are more changes than mentioned in the changelog.
